Dispute over site selection turns into wrangling between ruling and main opposition parties
부지 선정 분쟁, 여야 간 갈등으로 번져

The introduction of a new waste incineration plant in Seoul's Mapo District has placed the city and district government at odds with each other.
마포구 소각장(광역자원회수시설) 입지 선정으로 인해 서울시와 마포구가 갈등을 빚고 있다.
While the district, which already has an incineration plant, is against having another one, the city government says it has chosen the spot according to a fair and official procedure.
현재 처리시설이 있는 마포구는 소각장 추가 설치에 반발하고 있지만 서울시는 공정하고 공식적인 절차에 따라 마포구를 선정했다고 밝혔다.
Since the city government announced the plan on Aug. 31, the district's head as well as residents have been up in arms to protest it. On Sept. 11, hundreds of Mapo residents gathered at the site for the new facility in Sangam-dong and rallied against the project to build the second incineration plant in their neighborhood.
8월 31일 서울시가 계획을 발표한 이후 마포구청장과 주민들은 항의 시위에 총력을 다하고 있다. 9월 11일에는 수백 명의 마포구민들이 상암동 신축시설 부지에 모여 인근 제2소각장 신설사업 반대 집회를 가졌다.
Sangam already has a resource recovery facility ― burning 750 tons of waste each day collected from Mapo and four nearby districts of Jongno, Jung, Yongsan and Seodaemun ― next to which the city government plans to build the new one by 2026.
상암에는 이미 마포와 인근 종로·중구·용산·서대문 4개 지역에서 수거된 750톤 규모의 쓰레기를 매일 태우는 자원회수시설이 있는데 그 옆에 서울시는 2026년까지 신규 소각장을 설치할 계획이다.
Mapo District Office told The Korea Times that district head Park Kang-soo visited the site on Tuesday to express his objection to the plan. The office said he also visited a hydrogen power plant currently operating in the district, which is also being protested by some local residents who want it shut down.
마포구청은 코리아타임스에 박강수 구청장이 해당 방침에 반대 의사를 표하기 위해 화요일 현장을 찾았다고 전했다. 마포구청은 또한 현재 가동 중이지만 일부 지역 주민들이 폐쇄 요구 시위 중인 수소 발전소도 방문했다고 밝혔다.
Kang sent an official letter on Sept. 7 requesting Seoul Metropolitan Council repeal the city government's plan for the second incineration plant. Park said in the letter the city government unfairly decided to introduce the new plant in Mapo without having prior consultations on the matter with the district office.
9월 7일 박 구청장은 서울시의회에 서울시의 제2소각장 신설 계획을 철회해 달라는 공문을 보냈다. 박 구청장은 공문에서 서울시가 사전 협의 없이 마포에 신규 소각장 도입을 결정했다고 밝혔다.
The letter said the decision was made without checking the district residents' opinions, adding that it was unfair in that Mapo would have more than one "obnoxious" public facility, and that the decision was made by members of the site selection committee whom the city government appointed "inappropriately."
공문에는 입지 선정은 지역 주민들의 의견을 수렴하지 않고 내린 결정이며, 마포에 "기피되는" 공공시설이 1개 이상 생길 것이라는 점에서 부당하고, 서울시가 "부적절하게" 임명한 입지선정위원회 위원들이 내린 결정이라고 덧붙였다.
"Building another resource recovery facility in Sangam-dong is life-threatening and dangerous not just to the area but also to the whole of Mapo District," Park said in the letter.
박 구청장은 공문에서 "상암동에 또 다른 자원회수시설을 짓는 것은 해당 지역뿐만 아니라 마포구 전체의 생명을 위협하는 위험한 일"이라고 말했다.
