The National Assembly on Friday passed a package of bills aimed at preventing a disaster similar to April's ferry sinking that left more than 300 people dead or missing.

Last week, the ruling and main opposition parties reached a compromise on the bills after a monthslong standoff that put nearly all other parliamentary activity on hold.

The ferry disaster has been a major political issue in South Korea as critics argue that the government's poor initial response to the tragedy contributed to the high death toll.

One bill calls for an independent investigation into the cause of the disaster through the appointment of an independent counsel and a fact-finding team.

The so-called special Sewol law, named after the 6,825-ton ferry that sank off the country's southwest coast on April 16, was at the center of the monthslong controversy as family members of the victims demanded their participation in the selection of the independent counsel.

Also passed was a bill calling for the dismantlement of the Coast Guard and the National Emergency Management Agency. Both organizations will be placed under a new government ministry to be charged with overseeing public safety.

The final bill of the package calls for measures to swiftly retrieve the wealth of those found to be responsible for people's deaths.

The bill was proposed as current laws made it impossible to retrieve the illegally accumulated wealth of the ferry's late owner, Yoo Byung-eun, because some of it had been given to his family members. (Yonhap)


국회, 세월호참사 205일만에 '세월호3법' 통과

세월호 참사 발생 205일 만인 7일 세월호특별법, 정부조직법, 유병언법(범죄수익은닉 규제 및 처벌법)등 이른바 '세월호 3법'이 국회 본회의를 통과했다.  

이로써 세월호 참사의 진상 규명과 보상·배상, 국민 안전을 위한 정부 개편, 범죄자의 재산 환수를 통한 피해자 지원 등의 기본적인 기틀을 마련하게 됐다.

세월호특별법은 '특별조사위원회'를 설치해 18개월 동안 활동할 수 있도록 했다. 유족이 추천하는 위원장을 비롯해 17명이 조사위의 주축이다. 

이와 함께 진상조사위 활동과는 별도로 최장 180일간 활동할 특별검사도 도입할 수 있도록 했다.  

진상조사위에는 특검보가 업무 협조를 하고, 필요한 증인에게 동행명령장을 발부함으로써 진상조사 권한을 강화했다.  

유병언법은 세월호 참사와 같은 대형 인명 사고가 발생했을 경우 불법적 행위로 사고의 원인을 제공한 가해자의 재산뿐 아니라 제3자에게 숨겨 놓은 재산도 추징할 수 있도록 했다.  

몰수·추징 판결 집행의 실효성을 높이기 위해 과세 정보, 금융거래 정보 등의 제공요청, 압수, 수색, 검증영장의 도입 등 재산추적수단을 강화하는 내용도 담았다.

정부조직법 개정안은 재난안전 총괄부처로 국무총리 직속의 '국민안전처'를 신설하고 산하에 해양경비안전본부와 중앙소방본부를 설치하는 내용이 골자다.

또 이른바 세월호 참사로 부각된 '관피아'(관료 마피아)를 척결하고, 투명하고 공정한 인사를 위해 국무총리 산하에 '인사혁신처'를 신설하는 등의 내용을 담고 있다. 

다만 인사를 제외한 조직 분야는 현 안전행정부에서 바뀌는 행정자치부에 남기기로 했다.  

내년도 예산 심의 중 해당 기관이 통폐합되는 문제는 경과 규정을 둬 현행 정부 조직에 따라 우선 심의하고 개정안이 시행된 이후 바뀐 조직에 맞추기로 했다.

한편, 법안별 찬반 집계는 세월호특별법(찬성 212명, 반대 12명, 기권 27명), 정부조직법(찬성 146명, 반대 71명, 기권 32명), 유병언법(찬성 224명, 반대 4명, 기권 17명) 이었다. (연합뉴스)
