Pyongyang has demanded that Seoul prohibit activists from floating balloons containing anti-North messages across the border, saying that future dialogue depends on the halting of the activity.

"It is an anti-communist psychological strategy," the North's official Korean Central News Agency (KCNA) said in a report, Saturday."If the South wishes to see dialogue take place, it is urgent that they show an attitude of basic respect towards our regime."

It was Pyongyang's first response to the South's offer in August for the sides to resume talks, which included the suggestion that reunions of families separated by the Korean War (1950-53) be held during the national Chuseok holidays.

The North has long bristled at the balloon launches and has often threatened to fire on areas where the activists gather.

"Recently, South Korea has been calling this as a balloon strategy, stating that they've acknowledged the fact that it is indeed a military approach, gathering forces for support in the local area, such as gunner soldiers."

North Korea warned Seoul of constant sending of propaganda leaflets, stating that they will be ready to "terminate the starting point of the provocation, and eliminate the conducting leadership."

The South Korean unification ministry also released a statement in response, saying that "we are in accordance to the no-slander policy that was decided upon during the high level talks."

The spokesperson said that the South Korean system cannot limit the freedom to protest and to assemble and that this policy had been explained during recent inter-Korean talks.



北 '고위급 접촉보다 삐라 그만 날려'

북한은 13일 정부가 남북 고위급접촉 개최를 촉구하기 전에 대북전단 살포를 포함한 '적대행위'부터 중단해야 한다고 밝혔다.

북한은 이날 고위급접촉 북측 대표단 대변인 담화에서 “남조선 당국은 입으로 열번 백번 북남 고위급접촉을 요구하기에 앞서 우리 앞에 나설 초보적인 체모라도 갖추는 것이 더 급선무'라며 '삐라 살포를 비롯한 반공화국 심리모략 행위와 같은 동족대결 책동을 중지하면 북남 대화의 문은 자연히 열리게 될 것'이라고 강조했다고 조선중앙통신이 보도했다.

정부는 지난달 11일 북한에 제2차 남북 고위급접촉을 제의했지만 북한은 묵묵부답으로 일관해왔다. 북한이 한 달여 만에 고위급접촉보다 '적대행위' 중단이 우선이라는 견해를 밝힌 것이다.

담화는 '지금 남조선 당국의 삐라살포 행위는 그 규모와 도수에 있어서 일찍이 전례를 찾아보기 어려울 정도'라며 '최근에는 삐라살포를 '풍선작전'이라는 군사작전으로 명명하고 그 집행을 포병을 비롯한 현지 군 무력을 동원하여 내놓고 뒷받침하고 있는 형편'이라고 비난했다.

담화는 제1차 남북 고위급접촉 당시 남측이 대북전단 살포에 대해 '우리 당국이 저지시킬 것이니 지켜봐달라'고 말했다며 '지난 2월 14일 북남 고위급접촉에서 우리에게 상호비방과 중상을 하지 않겠다고 엄숙히 확약한 이후 과연 그를 지키기 위해 어떻게 노력하였는가'라고 반문했다.

이어 '삐라 살포를 비롯한 반공화국 심리모략전 행위부터 당장 중지해야 한다'며 '남조선 당국의 움직임을 계속 주시해볼 것'이라고 경고했다.

담화는 '삐라 살포가 개시되면 우리 역시 심리모략전의 '도발 원점과 그 지원 및 지휘세력'을 즉시에 초토화해버리기로 결심한 상태임을 숨기지 않는다'며 위협하기도 했다.

담화는 '우리는 침략적인 을지프리덤가디언 합동군사연습을 벌여놓은 험악한 상태에서 북남 고위급접촉을 재개하자고 한 남조선 당국의 불순한 요구를 북남 대화를 바라는 온 겨레의 지향을 우롱하는 최대의 죄악으로 여기고 있으며 앞으로 단단히 계산하려고 벼르고 있다'며 정부가 제의한 고위급접촉 개최 시점에 대해서도 불만을 표시했다.

이에 대해 통일부는 이날 대변인 논평에서 '우리 정부는 남북 고위급접촉에서의 비방중상 중단 합의를 준수하고 있다'며 '우리체제의 특성상 명확한 법적 근거 없이 집회ㆍ결사의 자유를 제한할 수 없다는 것은 지난 2월의 고위급접촉에서도 충분히 설명했다'고 밝혔다.

또 “북한이 사실관계를 왜곡해 주장하고 더욱이 우리 민간단체에 보복 조치 등을 위협한 것은 매우 유감스러운 일'이라며 '우리 정부는 북한의 어떤 군사적 위협에 대해서도 단호히 대처해나갈 것'이라고 덧붙였다. (연합뉴스)
