Chinese fishermen fight back with axes, sickles

Four fishing inspectors were wounded in a scuffle with ax-wielding Chinese fishermen, Monday, while trying to board a boat suspected of fishing illegally in the West Sea.

Nine Chinese fishermen armed with knives, axes, hooks and sickles attempted to prevent the officials from boarding the 227-ton Chinese vessel to conduct an inspection.

In a similar incident Dec. 12 a coastguard officer was stabbed to death by a Chinese captain.

The fishing inspectors spotted the boat at around 2:15 a.m. in waters 50 kilometers northwest of Hongdo Island off Shinan County, South Jeolla Province. The area is part of Korea’s Exclusive Economic Zone (EEZ).

The boat disobeyed an order to stop and began to flee until the officials caught up with them.

The Chinese then used violence to hold the inspectors at bay. One of the latter, surnamed Ha, was struck by a fisherman and fell into the sea while three others also sustained injuries to their heads, arms and legs.

The officials called for help from the Korea Coast Guard which apprehended the fishermen around 4:45 a.m. 26 kilometers northwest from the scene where the violence occurred.

The injured officials were taken to hospital in Mokpo after undergoing emergency treatment on the coastguard vessel.

“The Chinese boat had all of its lights turned off, and we sensed from our experience that the ship was engaged in illegal activities,” an inspector said.

“Such a ship should halt for an inspection regardless, which the violators refused to do.”

The Ministry of Food, Agriculture, Forestry and Fisheries, which employs the injured officials, said it will take proper and necessary measures to prevent such an incident happening again.

“We summoned the consul general of the Chinese Embassy in Seoul and lodged a complaint,” a ministry official said.

“We also demanded the diplomat to take precautionary measures to prevent recurrence of such incidents in the future.”

The ministry’s officials have inspected 110 Chinese boats this year alone.

Rampant illegal fishing in Korean waters has remained unabated since the death of the coastguard officer off Incheon.

Lee Cheong-ho, was stabbed to death by the Chinese boat captain during a raid for suspected illegal fishing.

The 43-year-old captain, Cheng Dawei, admitted to his murder after his arrest.

While prosecutors sought capital punishment for Dawei, the Incheon District Court sentenced him to a 30-year prison term and a 20-million-won fine. The court also gave jail terms to eight other Chinese fishermen apprehended with him for obstructing law enforcement.

Fights between coastguards and Chinese fishermen over illegal fishing occur regularly, and resulted in the death of another officer in September 2008.

중국어선의 불법 조업 현장을 조사하던 단속공무원 4명이 중국 선원들이 휘두른 흉기 등에 다쳤다.

상황신고를 받고 즉각 공조체제에 나선 목포해경은 경비함을 출동시켜 중국어선과 선원들을 검거했다.

목포해경은 30일 오전 4시45분께 전남 신안군 흑산면 홍도 북서쪽 45마일 해상에서 중국 어획물 운반선(227t급) 절옥어운호를 나포했다.

이 운반선 선원들은 오전 2시15분께 서해어업관리단 어업지도선(무궁화2호)의 정선 명령에 불응, 도주하다 승선한 단속요원에게 흉기 등을 휘두르는 등 거세게 저항했다.

중국 선원들은 손도끼와 낫, 칼 등을 휘두르며 돌을 던졌다고 서해관리단이 밝혔다.

이 과정에서 화정우(32.갑판원)씨가 둔기를 피하는 과정에서 바다에 추락했으나 2진으로 출동한 고속단정에 의해 20여분만에 구조됐다.

김정수(44.항해사) 씨 등 단속요원 3명도 승선, 20여분에 걸쳐 중국선원 제압에 나서는 과정에서 머리와 팔, 다리 등을 다쳤다.

특히 김씨는 중국 선원이 휘두른 손도끼에 머리 뒷부분을 맞아 골절되는 등 중상을 입었다.

단속요원들은 결국 승선조사를 포기, 어업지도선으로 돌아와 해경에 공조를 요청했다.

김씨 등은 지도선에서 응급치료를 받고 헬기로 목포지역 병원에 이송됐다.

절옥어운호는 이후 선박의 불을 모두 끈 뒤 도주하다 추격에 나선 해경 3009함에 의해 2시간여만에 나포했다.

해경은 절옥어운호 선장과 선원 등 9명을 현행범으로 긴급체포, 목포항으로 연행했다.

해경은 위법성 등을 조사한 뒤 구속 등 처벌 수준을 결정할 방침이다.

서해어업관리단 관계자는 "사고 선박은 조업중인 중국어선으로부터 어획물을 운반하는 배로 어획량 확인 등 위법 여부 조사를 방해하기 위해 출동한 단속요원에게 흉기를 휘둘렀다"며 "갈수록 저항이 거세고 흉포화되고 있어 특단의 대책이 절실하다"고 강조했다.

서해관리단은 올해 들어 중국어선 110척을 나포했으며 이 과정에서 7명이 다쳤다.
