The visit, if made, would be his first trip to Seoul since taking office earlier this month.
The Yomiuri Shimbun said final consultations are under way between the two countries on Hatoyama's plan to visit Seoul on the eve of a trilateral summit of leaders of South Korea, Japan and China in Beijing.
Lee and Hatoyama held their first summit last week on the sidelines of the G20 economic summit in Pittsburgh.
During the meeting, the two leaders agreed that the two neighboring nations will build constructive and future-oriented ties.
The Japanese prime minister said his government has the `courage'' to address directly the two countries' shared history, including Japan's colonial rule of Korea from 1910 to 1945.
