The Seoul Metropolitan Council said Tuesday it plans to pass an ordinance this year to slap a fine of up to 100,000 won on those who smoke at bus stops and other public places legally designated as non-smoking areas.
Cho Kyu-young, chief of a welfare committee of the council, said that the city’s plan to fine those who smoke at non-smoking zones has not been implemented due to a lack of legal grounds.
He said the law is needed to counter the increasing discomfort to non-smokers from the indirect smoke from cigarettes at public places.
“We are going to submit a bill containing details of the steps to reduce damage from second-hand smoke to an irregular session of the council that started today,” Cho said.
The bill is expected to get approval by the end of the year, council officials said.
The council’s move to institute the ordinance follows the National Assembly’s passage of a revised bill on the promotion of people’s health in April.
Among the public places designated as non-smoking areas are bus stops, urban parks, school zones, children’s playgrounds and gas stations.
“If the ordinance is passed, it will be effective from next year. We will also draw details of follow-up rules to specify, for example, how far the non-smoking zone should extend from a nearby school,” a council official said.
공공장소에서 흡연하면 10만원 벌금형
서울시 의회는 화요일 버스 정류장 같이 금연 구역으로 지정된 공공장소에서 흡연 시 10만원의 벌금형에 처하도록 하는 법령을 통과시켰다.
조규영 보건복지위원회 위원장은 법적 근거가 없었기 때문에 여태까지 금연 구역에서 흡연 하는 사람들에 대한 처벌을 하지 못했다고 말했다.
또한, 공공장소에서 간접흡연으로 피해를 보는 비흡연자들을 위해서 이 법이 꼭 필요하다고 했다.
조위원장은 “오늘 시작된 임시회에서 간접흡연으로 인한 피해를 줄일 수 있는 법안을 제출할 것이다”라고 말했다.
시 의회 관계자에 따르면 법안은 올해 말 통과될 것으로 보인다.
시의회의 움직임은 월요일 국회에서 국민 건강 증진과 관련된 수정된 법안이 통과된 것을 반영한다.
금연 구역으로 지정된 공공장소로는 버스 정류장, 공원, 스쿨 존, 놀이터, 주유소 등이 있다.
시 관계자는 “만약 법령이 통과되면 내년부터 법이 시행될 것으로 보인다 “며 “또한, 근처 학교에서부터 어디까지가 금연 구역인지 등의 구체적 사항도 추가될 예정”이라고 말했다.
