Seoul City councilor Kim Hyeong-sik, arrested for commissioning the murder of a wealthy businessman in March, received bribes on numerous occasions from the victim, police said Tuesday.
As police dig deeper into the alleged contract killing, Kim, who previously denied any involvement, is now remaining silent, police said.
New evidence shows the businessman, identified as Song, 67, paid Kim in return for his help in pushing for a land development scheme.
According to police, Kim asked Song to persuade fellow councilors to ease restrictions on his land in Gangseo-gu, southwestern Seoul, so that he could add more stories on existing buildings and construct more commercial facilities.
Kim submitted a motion to include Kim's land in a Seoul development project, but this was rejected by the council.
That's when they became estranged, police said.
As the councilor was preparing his re-election bid early this year, Song threatened to disclose his relationship with Kim. Kim then asked his friend, surnamed Paeng, to kill Song, police said.
However, police said they have secured testimony from an architect who worked with Song that Song paid Kim 520 million won in exchange for for Kim's help in easing development restrictions. Kim's family also testified that they heard from Song that the councilor was helping him.
Paeng told police that he killed Song at the request of his friend because he promised to write off debts he owed to the friend.
After the murder, Kim ran in the June 4 local elections and was re-elected.
